Impacts of Greenhouse Gas Reduction Policies
Client: The Center for Climate Strategies
JFA analyzed the benefits and costs of transportation efficiency
improvement programs for the freight and transit sectors for all 50
U.S. States, Puerto Rico, and U.S. Virgin Islands. JFA used state transportation energy consumption forecasts
and Energy Information Administration data to synchronize baseline
state vehicle fleet and vehicle miles traveled forecasts with
greenhouse gas emissions forecasts.
Development of Database and Analysis Tools for Intermodal
Connectors
Client: Federal Highway Administration, USDOT
JFA created a database and analysis tools to be used by the Federal
Highway Administration and state-level Departments of Transportation
to measure the condition and future investments needed in
maintaining Intermodal Connectors that are part of the National
Highway System.
Planned Special Event Cost Management and Recovery Primer
Client: Federal Highway Administration, USDOT
JFA developed a budgeting management and cost recovery strategy
primer used by state and local transportation officials
to assist in cost management and recovery related to large
attendence
event facilitation.
Estimates of Truck Traffic on Pennsylvania Turnpike
Client: ARUP
JFA analyzed the competitiveness of interstate highways I-76 and
I-476 in relation to alternative highways passing through or near
Pennsylvania. Additionally, JFA estimated the expected growth in service
trucks trips by 2030. The study was used by an international
consortium that bid to lease the Pennsylvania Turnpike
for 99 years.
Truck Weight Restrictions on New York MTA Bridges
Client: Tilcon Trucking
JFA analyzed the economic impacts of changes to truck weight
restrictions on New York City bridges created by the city’s
Metropolitan Transportation Authority following the collapse of the
Interstate 35W Bridge in Minneapolis, MN.
California Enterprise Zone Applications
Client: City of Los Angeles and others
JFA has been successful in several California Enterprise Zone
Applications that were submitted by clients (City of Oakland, City
of Los Angeles, San Joaquin County, Monterey County, and Kings
County) to the California Department of Housing for consideration of
Enterprise Zone designation. Applications included research on
regional economic development plans, job development plans, and
regional socioeconomic conditions in relation to poverty rates,
crime, unemployment, housing foreclosures, business closures, and
military base closures.
Williamstown Lake Dam Cost-Benefit Analysis
Client: Grant and Peddleton counties, Kentucky
JFA performed cost-benefit analysis on 32 construction project
alternatives for a dam at Williamstown Lake in Grant County, KY.
The analysis involved using engineering estimates for the costs of
dam construction and operation over a 50 year time period. The
report conformed to water resource benefit estimation methodologies
set by the U.S. Army Corps of Engineers.
California Electrical Power Self-Generation Incentive
Program
Client: TIAX and California Energy Commission
JFA developed benefits and costs estimates for the California
Electrical Commission’s electrical energy self-generation incentive
program for businesses to generate their own energy supply and sell
excess energy production to state utility companies.
Pipeline Safety Regulatory Analysis
Client: Pipeline and Hazardous Material Safety Administration, USDOT
JFA Performed a regulatory analysis of new regulation proposed by
the Pipeline and Hazard Material Safety Administration. The
regulation is intended to increase pipeline safety by requiring
additional safety features on specific types of pipelines. The
regulatory analysis involved developing the first ever estimate of
the mileage of pipelines classified as Low-Stress II lines that
would be affected by the regulation.
Economic Impact Analysis of an Inland Port in
Charleston, West Virginia
Client: U.S. Army Corps of Engineers
JFA performed a cost-benefit analysis on two scenarios for an inland
river port in Charleston, WV. The two scenarios considered the economic
and financial impacts of different development options for two sites
on the Kanawha River, a major tributary of the Mississippi River.

Development Strategy
Client: City of Firebaugh, California
As part of a Department of Housing and Urban Development
(HUD) Regional Housing and Economic Development project, JFA
produced an Economic Development Strategy for the City of Firebaugh,
located in the heart of California's Central Valley. The
project was designed to help the city identify development goals and
strategies. The final product serves as a tool to market the city
to potential residents and commercial and industrial investors.
The
Economic Effects of Selected Rural Interstate Roads
Client: Federal Highway Administration, USDOT
JFA performed research that demonstrated the economic
effects of previously constructed rural Interstate roads. The
research was done to assist in highway project development and
related economic development for the Interstates designated by
Congress to spur economic development in rural regions.
